Policy analysis in the Philippines: Establishing the state of the art

Czarina Medina-Guce, PhD, is Associate Professor at the Ateneo de Manila University School of Government. A sociologist and policy practitioner, her work focuses on public policy, decentralization, participatory governance, and theory-based evaluation. She advises government and development organisations on governance reform, policy design, and institutional performance.

Noe John Sacramento is Associate Professor of Public Policy and Politics at the University of the Philippines Cebu. His research focuses on critical policy studies, interpretive policy analysis, and critical pragmatism. He recently co-authored Policy Analysis in High Inequalities in Asia (Routledge, 2026).

Kidjie Ian Saguin is Senior Lecturer in Public Policy at the University of Melbourne. His research focuses on comparative public policy and social policy in the Global South. He serves as Associate Editor of Policy Design and Practice and Policy Studies. Previously, he taught at the University of Amsterdam and was a Yale Fellow.

Prince Aian G. Villanueva is a Professorial Lecturer at the Department of Political Science and Development Studies at De La Salle University, Manila, Philippines. His work focuses on consequences of autocratization, civil society and corruption, and comparative governance, methodologically focusing on Qualitative Comparative Analysis.

Antonio D. Salazar Jr. is Assistant Professor of Political Science at the University of the Philippines Tacloban and co-convenor of the Philippine Critical Policy Studies Initiative. His research focuses on policy analysis in Asia and the Philippines, water governance, policy implementation, and street-level bureaucrats in times of crisis.
