Kebart P. Licayan is a PhD student at the Department of Political and Social Change, Australian National University (ANU). He holds a Master of Science in International Relations (2018) from Nanyang Technological University, Singapore, and a Bachelor of Arts in Political Science (2016) from Rizal Technological University, Philippines.

He has extensive experience in legislative research and policymaking, having served as a Legislative Staff Officer at the Bangsamoro Transition Authority. Additionally, he has held teaching positions at various institutions in the Philippines. His publications and research projects focus on decolonial policymaking, violent extremism, and regional governance.
