Vincent Casil is Division Chief of the Legislative Research Division under the Policy Research and Legal Services of the Bangsamoro Transition Authority (BTA) Parliament, where he leads policy research and legislative analysis in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

His work sits at the intersection of peacebuilding and democratic governance in post-conflict settings, with a particular focus on institutional development and autonomy governance in the Bangsamoro. He has led and contributed to a range of policy studies supporting evidence-based legislation and public sector reform. His recent publications include Recognizing Local Justice: Liberal Peacebuilding and the NTJRC Report (2025), Sustainable Energy Transition and Equitable Access in the BASULTA Islands (2024), Mula Maynila Patungong Bangsamoro: Pakikibaka sa Pangdayo na Pamimilosopiya (2023), and Bangsamoro Local Government Code: Decentralization and Its Problems (2023).

He has previously taught philosophy, ethics, and critical thinking at Ateneo de Manila University and De La Salle–College of Saint Benilde. He is currently pursuing a Doctor of Philosophy in Peace and Development at Notre Dame University, Cotabato City, Philippines.
