Herman Joseph S. Kraft teaches International Relations at the University of the Philippines at Diliman, Quezon City. He was the Convenor of the Strategic Studies Program of the UP Center for Integrative and Development Studies from 2018 to 2025. Professor Kraft has been working on issues involving the Association of Southeast Asian Nations (ASEAN), regional security in Southeast Asia, security sector reform, and intra-state conflict in the Philippines. His most recent publications include: “IR in the Philippines: Accommodating New and Traditional Approaches” (2024); “A Philippine Perspective on China’s WMD Threat” (2024); “Teaching IR in the Philippines” (2022); “Key Legal Issues for the Philippines on the West Philippine Sea/South China Sea Dispute,” (2020); “Korea's New Southern Policy, ASEAN, and the Philippines: Middle Power Dynamics in Southeast Asia” (2020).

Under the auspices of the Australian National University Philippine Institute and in collaboration with Dr. Maria Tanyag (currently the Director of the ANU Philippine Institute) and Dr. Charmaine Willoughby (of the Department of International Studies of De La Salle University), he is working on the publication of a Handbook of Philippine Foreign Policy.
