Frances Ricci J. Salgado
Frances Ricci J. Salgado is an Associate Solicitor at the Office of the Solicitor General of the Philippines, where she represents the State in a wide range of criminal, civil, and special proceedings. Her work involves litigation and contributing to inter‑agency initiatives on matters of national significance. Before joining the OSG, Ricci practiced corporate and commercial law at Picazo Buyco Tan Fider & Santos, assisting in major transactions, due diligence investigations, and public offerings. She also served as a Legal Researcher at the ASEAN Law Institute, where she worked on regional legal harmonization and contributed to the development of the Institute’s strategic initiatives. Ricci completed her undergraduate degree in Legal Management (with a minor in Philosophy) at the Ateneo de Manila University and earned her Juris Doctor from the University of the Philippines, College of Law. She is admitted to the Philippine Bar with an “Exemplary Performance” rating. She is currently pursuing her Master of Laws with a specialization in International Law at the Australian National University under the Australia Awards Scholarship. Her growing experience in international law is further strengthened by advanced training at the Hague Academy of International Law and her participation in Japan's IATSS Leadership Program.
