Dr. Emmanuel Calvento Macaraeg is the President of the King Sejong Institute–Balanga City, former Vice President for Academic Affairs of Bataan Peninsula State University, and a full-fledged professor. He has served as Secretary of the University and of the Board of Regents, Head of the Management Information System, Director of Operations, Planning and Development, and Director for International Affairs. He currently leads a Philippine–Korean Official Development Assistance (ODA) Project on the establishment of Health Information Management education in the Philippines (2023–2028). His academic and professional development includes scholarships and training from Kumamoto and Miyazaki Universities under Japan’s Monbukagakusho Scholarship, JICA-Okinawa, KOICA-Silla University in South Korea, and the University of Toronto’s Ontario Institute for Studies in Education. Dr. Macaraeg is a graduate, with honors, of the Development Academy of the Philippines’ Public Management Development Program–Senior Executive Class Batch 8. He is a Career Executive Service Eligible, ranking 9th nationwide in the 2012 CES Written Examination. A certified NEAP trainer, CHED Regional Quality Assessment Team member, AACCUP accreditor, and faculty adviser of DAP’s PMDP Middle Managers Class, he actively contributes to educational leadership and quality assurance. His research interests include curriculum development, strategic planning, public governance, policy analysis, leadership, and evidence-based decision-making.
