Dr. Clyde Andaya Maningo is a public policy scholar specializing in governance, gender and sexuality policy, and agenda-setting in Southeast Asia. He holds a PhD in Public Policy from Chiang Mai University, where his research examined how discourse, power, and institutional dynamics shape the (un)becoming of LGBTQ+ rights policies in the Philippines and Thailand. He currently serves as Adjunct Faculty at the University of the Philippines Open University, supervising graduate research in ASEAN Studies. At Chiang Mai University, he previously taught Selected Issues in Public Policy in the Master of Arts in Public Policy program, emphasizing the intersection of policy theories, comparative application, and agenda-setting approaches through real-world policy cases.

Beyond academia, Dr. Maningo is actively engaged in policy consultation and applied research on social justice, sustainability, and inclusive governance. Most of his recent work adopts a comparative-analytic approach across Southeast Asia, including Myanmar-focused cases on media and information literacy and on investment structures for disaster risk reduction, examining how institutional design and governance arrangements shape policy capacity and societal resilience. His work bridges critical scholarship with policy practice, supporting evidence-informed decision-making and equity-centered policy development across the Philippines and the broader Asia-Pacific region.
