Andre C. Palacios
Andre, nicknamed Raj, is Assistant Professor and former Associate Dean of the University of the Philippines College of Law, where he teaches public international law, private international law, and ASEAN law. Concurrently, he is professorial lecturer for international law at the Philippine Judicial Academy, national director for international law of the Integrated Bar of the Philippines, editorial board member of the Philippine Yearbook of International Law, convenor of the Junior Scholars Symposium on International Law held every semester, and executive director of the ASEAN Law Institute. Previously, he served as executive director (with rank of undersecretary, equivalent to deputy minister) heading the Public-Private Partnership Center of the Philippine government; assistant secretary at the Office of the Chief Presidential Legal Counsel; general counsel and chief integrity officer of Millennium Challenge Account-Philippines, a Philippine government entity which implemented a US$434M US Government-funded development program; senior lawyer at the World Bank in Washington, D.C.; and assistant to the Philippine representative to the World Trade Organization in Geneva. He is a partner at LGTON LAW, served as legal expert for infrastructure projects funded by the Asian Development Bank, and advises Philippine Government agencies and private companies on infrastructure and PPP projects.
